New bill aims to establish child visitation and custody guidelines after tragic murder-suicide in Verdigris

The State Senate has introduced a bill to address child custody and visitation guidelines seven months after a tragic murder-suicide in Verdigris claimed the lives of three children, including a 9-month-old .

Senate Bill 1756 was introduced Tuesday. The bill aims to establish new guidelines for determining child custody and visitation arrangements, prioritizing the well-being and safety of the child during supervised visitation.

The bill includes changes to training requirements, custody determination factors and establishes presumptions against granting custody in certain situations.

The bill comes after the father of the 9-month-old called for the creation of a law in his son’s memory .

“I have no problem devoting the rest of my life enacting change and saving other kids,” said Billy Jacobson.

Jacobson was the father of 9-month-old Billy, named after his father, who was killed by his mother, 39-year-old Brandy McCaslin. During a supervised visit, McCaslin shot and killed 11-year-old Noe, 6-year-old Bryce and 9-month-old Billy before turning the gun on herself.
