Tulsa’s Investigative Reporter Janna Clark spoke with his ex-wife who wants women to protect themselves after she says the State of Oklahoma didn’t protect her. In the summer of 2021, Victoria Kolbash was looking for love on a dating app.
That’s when she swiped right on Richard Phillips, a retired Navy chief and divorced dad of two.

“He treated me like a queen,” Victoria said.

I asked Victoria what she thought about Richard when she first met him.
“I thought I finally had it right,” she said. “He was a retired Navy chief, was in the military for 23 years, has beautiful children, beautiful family, fell in love with all of them.”
