TULSA, Okla. — The Tulsa City Council unanimously passed a new cell phone ordinance that restricts the holding or using it in school and construction zones.
The ordinance prohibits texting or holding a hand-held cell phone while operating a motor vehicle and establishes a fine of no more than $100 for people in violation of the ordinance. It also prevents law enforcement from confiscating a phone without the person’s permission.
Hand-free or voice operated devices integrated into the vehicle can still be used and there is a provision to use a hand-held cell phone in a school or construction zone in emergency situations, such as calling 911…
