The city of Portland is requiring homeowners who had a tree fall on their house during the recent storm to obtain a permit retroactively to remove the tree, (“Editorial: Portland should put punitive tree permit requirement on ice,” Jan. 28). A city spokesman has said that the city cannot ignore the city code, which requires a permit for removal.
