Rhyan Baney, 36, was lodged into the Washington County Jail and charged with first-degree theft, felon in possession of a weapon, third-degree theft and resisting arrest, as well as a parole violation.

According to the Washington County Sheriff’s Office, deputies responded to the alleged theft at the Target on NW Cornell Rd. just after 11:30 a.m.

A loss prevention employee reported that Baney was concealing unpaid items in a bag at the self-checkout line, authorities said.

“Deputies arrived and took (Baney) into custody as he exited the store without paying for the merchandise,” WCSO said. “And deputies found a loaded handgun in his property.”

Officials determined that the gun was stolen out of Portland and were able to return the firearm to its rightful owner. The stolen items from Target were also returned.
