PORTLAND, Ore. (KPTV) – Shoplifting is by far the most common crime in Portland, with 10,000 cases reported to police last year.

When FOX 12 Investigates attended a ride along with the Portland Police Bureau to see the problem for himself, something became clear: Catching a thief in the act may not be enough to get them in front of a judge.
