VANCOUVER, Wash. (KATU) — A west Vancouver neighborhood has become the unintended home to a large homeless encampment over the last few years.
But recently, neighbors say it’s only grown. On March 5, city officials closed an area along the Mill Plain sound wall. The sound wall was just feet away from what’s deemed as “The Block” up the street.
