The Woodburn Police on Sunday said they had made an arrest in the December hit-and-run death of Nicolas Hernandez-Mendoza.
The Silverton and Woodburn police departments late Saturday arrested Kenneth Kolarsky, 58, of Portland, according to the Woodburn Police.
