The arrest took place on Wednesday evening, when officers responded quickly to a reported theft at Pioneer Place Mall. In a carefully executed maneuver, the Bike Squad and Neighborhood Response Team officers, who work closely with retail business leaders to address such incidents, were informed by a store employee that a suspect had just made off with a considerable haul, according to the Portland Police Bureau.
The suspect, now identified as 54-year-old Jeffrey Sims, was believed to have been involved in several thefts and was a target the officers had aimed to catch for some time.
