On Monday evening, October 20, 2025, the Portland Police Bureau (PPB) monitored protest activity in the South Waterfront area. The PPB activated its Incident Command Team, led by a Crowd Management Incident Commander. Several specialized units were deployed, including the Rapid Response Team, Air Support Unit, and Dialogue Liaison Officers. The Dialogue Liaison Officers, identified by white shirts, acted as contacts for demonstrators and did not enforce laws.
PPB reported no incidents of person or property crimes that required police action during the protest. No arrests were made that evening.
