South Waterfront Protest on Sunday Leads to Two Arrests; Police Continue to Monitor Area

On Sunday evening, October 26, 2025, the Portland Police Bureau (PPB) monitored protest activity in the South Waterfront area. The PPB activated its Incident Command Team, led by a Crowd Management Incident Commander. Specialized units, including the Rapid Response Team and Dialogue Liaison Officers, were deployed. Dialogue Liaison Officers, identified by white shirts, communicated with demonstrators and could make arrests if needed. The PPB thanked Oregon State Police and Portland Fire & Rescue for their support during the event.

Two people were arrested during the night after separate incidents among demonstrators. Jeremy W. Roberts, 44, of Lebanon, and Anthony D. Whipple, 31, of Corvallis, were taken to the Multnomah County Detention Center on harassment charges.
