Police Monitor South Waterfront Protest; One Local Resident Arrested

On Friday evening, October 31, 2025, the Portland Police Bureau (PPB) monitored protest activity in the South Waterfront area. The PPB activated its Incident Command Team, led by a Crowd Management Incident Commander. The bureau deployed the Rapid Response Team and Dialogue Liaison Officers. These officers, identified by white shirts, act as liaisons to demonstrators to support communication. They also have the authority to make arrests.

During the protest, police made one arrest. John Rezende-Shalom, 33, of Portland, was taken into custody and booked at the Multnomah County Detention Center. He was charged with Criminal Mischief in the Second Degree after an altercation. Police reported no other crimes that required immediate action.
