On Saturday, November 22, 2025, a scheduled gathering and march took place at Tom McCall Waterfront Park in downtown Portland. The event was managed by an Incident Management Team led by a Crowd Management Incident Commander. The team coordinated resources, including Dialogue Liaison Officers, the Rapid Response Team, and the PPB Sound Truck. Dialogue Liaison Officers, who are sworn officers in white shirts, served as contacts for demonstrators to support communication and reduce police involvement. The Portland Police Bureau thanked city partners, including Portland Fire & Rescue and TriMet, for their support. The march during the day was peaceful, with little police intervention. The police noted the cooperation of community members and event organizers, which helped maintain safety for attendees.
Later in the evening, police monitored protest activity in the South Portland Neighborhood, especially near the Immigration and Customs Enforcement building. Additional police resources were available but only a limited presence was needed. Officers responded to a few minor incidents, resulting in one arrest. Preston A. Reyes, 51, from Gresham, Oregon, was arrested for harassment after spitting on another person. Reyes fled but was caught by the Rapid Response Team. During the investigation, another incident occurred involving irritant spray, and officers collected evidence for possible future charges.
