PORTLAND, Ore. (KOIN) — Two are facing federal charges after investigators found hundreds of grams of fentanyl inside a Gresham apartment.
Carlos Montoya Giron, 20, and Jocsan Soto Montoya, 21, were each charged Monday with conspiracy to distribute and possess 400 grams or more of a fentanyl mixture. Montoya and Soto were also charged with possession with intent to distribute.

A third person, a 16-year-old, was also found inside the apartment. He told police through a Spanish language interpretive service that he sold about $800 worth of fentanyl per day in downtown Portland, according to court documents.
Investigators began looking into the men in October after a confidential informant told them one of them was using the name “Richard” to arrange fentanyl deals using a cell phone. The informant told investigators they could simply call a number to connect with Richard purchase drugs.
Over next 30 days, detectives arranged for the informant to purchase fentanyl from “Richard” on three occasions in Portland. They also obtained a warrant to obtain his location data from his cell phone, and another to install a tracking device on his car…
