PORTLAND, Ore. — Celia Curry expected a quick ride to dinner. She was visiting Portland on a rainy November night when the 44-year-old jumped on a rented neon green-and-white electric scooter.
Within seconds at the intersection of Southwest Harvey Milk Street and Washington Street, the scooter suddenly lost traction. The wheels slid out beneath her, sending her crashing headfirst onto the pavement. Curry never saw it coming.
