After a gusty wind blew through Inner Southeast Portland the night before, on Thursday, March 12th, motorists attempting to travel on S.E. Bybee Boulevard just east of its bridge over McLoughlin Boulevard found themselves blocked by a large tree limb in the street.
The big Elm limb completely blocked the street just west of S.E. 27th Avenue. Caught in the mess were PGE power lines and a CenturyLink fiber-optic cable, once supported by a wooden utility pole that had snapped off at the base.
