PORTLAND, Ore. — The family of a food cart owner on the Portland State University campus says his cart will permanently close after ICE agents detained him.
Khao Niew, a Lao food cart, sat closed Friday, with a sign directing customers to a fundraiser for the owner, known by students as Nong.
