VIRGINIA BEACH, Va. (WAVY) — The Virginia Beach Department of Public Works is holding a groundbreaking ceremony to mark the start of construction for the Windsor Woods Pump Station.
The ceremony is on Wednesday, Sept. 23, from 2-3 p.m. at Mount Trashmore Park (near the skate park), 4300 South Blvd.
