VIRGINIA BEACH, Va. (WAVY) — The sand sculpting competition began at the Virginia Beach Oceanfront Monday with a round of cheers as a group of 30 sculptors from 10 countries kicked off the Neptune Festival, which began back in 1974 as a way to bring the community together.
“Today is the grind day,” said Kit Chope, president and CEO of the Neptune Festival. “I think today’s the slam dance. The ballet comes in the next few days.”
