PORTSMOUTH, Va. (WAVY) — Many officials and agencies across Hampton Roads are preparing for coastal storms in the area.
Rain and winds are developing over the region along with expected tidal flooding. Flash flood warnings have been issued by the National Weather Service for Norfolk, Chesapeake and Portsmouth until 5:30 p.m.

Norfolk
Tidal flooding is expected across many areas in Norfolk. To assist residents, the York Street Garage (215 W. York St.) will open at 5 p.m. on Tuesday, September 22, and remain available through 5 p.m. Friday, September 25.
Norfolk residents can also park at the Constant Center 43rd Street Garage, located at 1067 W 43rd Street. Vehicles must be moved by midnight Friday night into Saturday morning to avoid towing due to the Saturday football game at ODU.
Portsmouth
Residents in the city of Portsmouth can park at the the Middle Street Garage at no charges. Residents are to park on the 2nd floor or above. No trailers are permitted. Vehicles may remain in the garage until Friday, September 25th, at 5 p.m. Residents are not to park in spaces marked Reserved and observe clearance heights: 7’ on 1st floor and 6’10” on 2ndfloor and above…
