His interest in local government budgeting led him to apply for a job opening in the Department of Budget & Management Services at the City of Virginia Beach. Despite being a graduate student, Josh secured a paid internship, gaining relevant experience and building relationships.

During his internship, Josh worked on projects including researching affordable housing solutions and engaging residents in the annual budget process. He found the experience rewarding and expressed his interest in continuing to work full-time. As a Virginia Beach native, Josh was keen to contribute to the city’s development.
