Local Residents Arrested in Connection to N Military Highway Shooting

Norfolk Police Department (NPD) arrested two individuals related to a shooting on N Military Highway on February 17, 2024. The shooting critically injured a 19-year-old man. He was transported from the scene to Sentara Norfolk General Hospital and is now stable and expected to recover.

Soon after, officers received information about another gunshot victim at Sentara Leigh Hospital. An 18-year-old man had arrived with a non-life-threatening gunshot wound. Detectives linked the two incidents and initiated an investigation.

The investigation resulted in the arrest of 18-year-old Kevon D. Cooper, charged with malicious wounding and firearm use. Cooper, a Norfolk resident, is held at the Norfolk City Jail without bond. His involvement details in the shooting remain undisclosed.

Along with Cooper, a 16-year-old male was arrested and charged related to the shooting. He is held at the Norfolk Detention Center. No further details about his role or the shooting’s motive have been released.
