HAMPTON, Va. – A man was arrested in connection to the murder of a 38-year-old man in Hampton, police said. Javor Phillips has been charged with second-degree murder, possession of a firearm in the commission of a felony, willful discharge of a firearm in public, and reckless handling, according to the Hampton Police Division (HPD).
