VIRGINIA BEACH, Va. – A 20-year-old man was arrested after a shooting at the Atlantis Apartment complex left another man dead in Virginia Beach, police said. Brian James II was charged with second-degree murder and using a firearm in the commission of a felony, according to the Virginia Beach Police Department.
