VIRGINIA BEACH, Va. – An investigation is getting underway into the travel expenses of Virginia Beach’s former economic development director. Chuck Rigney announced his resignation back on July 24, after less than six months on the job. Virginia Beach City Manager Patrick Duhaney said a comprehensive review of department financial records revealed that some travel expenses didn’t align with city policy.
