Final Defendant Pleads Guilty in $1 Million Virginia Medicaid Fraud Scheme

RICHMOND, Va. – The final defendant involved in a healthcare fraud scheme that defrauded nearly $1 million from the Virginia Medicaid Program has pled guilty. Jamahl Rennelle Burch, also known as Jarod or Jerrod Burch, 43, of Hampton, admitted to his role in the extensive fraud on August 29, marking the conclusion of a case that has spanned over eight years.

According to court documents, from May 2015 through November 2023, Burch and his co-conspirators exploited the Virginia Medicaid Program’s consumer-directed care initiative. This program allows eligible Medicaid recipients to receive personal and respite care services at home, rather than in a nursing facility. Burch targeted Medicaid recipients and enrolled them in the program, designating numerous individuals as personal care attendants (PCAs) on paper. However, these PCAs never provided the care services they were purportedly hired for.

The conspirators submitted thousands of fraudulent timesheets to Medicaid, claiming payments for personal and respite care services that were never rendered. The fraudulent scheme resulted in at least $936,950.70 in unwarranted payments from Medicaid.
