PORTSMOUTH – The Hampton Roads Regional Jail is officially the Portsmouth City Jail. Sheriff Michael Moore said the city officially purchased the regional facility in September for about $40 million. However, the facility still needs a host of renovations and upgrades that may cost the city an extra $15 million.
