Arrest made in NC Waffle House murder four months after killing

PORTSMOUTH, Va. (WNCN) — Four months after a Waffle House employee in Scotland County was shot and killed while at work , an arrest has been made in his murder.

Around 12:42 a.m. on Sept. 13, officers with the Laurinburg Police Department responded to a shots fired call at the Waffle House at 1302 Scotland Crossing Drive. When they arrived, they found Burlie Dawson Locklear, an 18-year-old employee from Red Springs, suffering from a gunshot wound. He was taken to Scotland Memorial Hospital, where he later died from his injury.

On Jan. 24, Florwer Carlin Lizano, Jr. was arrested in Portsmouth, Va. in connection to Locklear’s murder thanks to a tip sent to the CrimeStoppers organization in that area. According to Scotland CrimeStoppers, which works in conjunction with the Laurinburg Police Department and other agencies in Scotland County, Lizano will be extradited back to North Carolina to face a murder charge.

According to Laurinburg police, multiple agencies coordinated to end the four-month manhunt with an arrest. In addition to CrimeStoppers in both Scotland and Portsmouth, the Laurinburg Police Department also thanked the U.S. Marshall Carolina Regional Fugitive Task Force, Capital Area Regional Fugitive Task Force-Norfolk, Virginia State Police Special Operations Division, Chesapeake Sheriff’s Office and Portsmouth Police Department for their help…
