VIRGINIA BEACH, Va. (WAVY) — The Virginia Beach School Board has approved a recovery school for teens recovering from substance abuse in a 10-1 vote Tuesday. The school would provide a hybrid learning model for teens recovering from substance abuse and would benefit students in the five Southside Hampton Roads’ cities — Virginia Beach, Chesapeake, Norfolk, Portsmouth and Suffolk.
