Wrong-way DUI manslaughter suspect denied bond in Hampton

HAMPTON, Va. (WAVY) — The woman charged in a February drunk-driving death near Interstate 64 will remain behind bars following a bond hearing Tuesday in Hampton General District Court.

Theresa Tann, 52, has charged with manslaughter and DUI in the death of Latonya Foster.

Tann’s defense attorney, Ashton Wray, argued that she was not a threat to the community and would be willing to accept house arrest and wear an ankle monitor. But Judge Stephen Bond denied bond for Tann.

Virginia State Police said Foster, 35, was driving eastbound on Interstate 64 in the early morning hours of Feb. 22. Foster took the Settlers Landing exit, but according to police, Tann was driving her Ford Explorer up the ramp in the wrong direction. Deputy Commonwealth’s Attorney Dylan Arnold called the incident a “tragedy of circumstances.” He said the interchange is well-lit because it’s a construction zone, and Tann should have realized that she was going the wrong way. Instead, police said she slammed into Foster’s Nissan head-on. Tann was treated and released for rib injuries, but Foster died at the hospital…
