Police investigation determined that the driver, 41-year-old Andrew M. Swecker, hit a curb and lost control of the vehicle.
“I was hanging out with some friends for a birthday party, and we heard a loud explosion, went outside on our balcony and noticed the crash,” Kai Tomas said, a Norfolk resident who helped pull the passengers out the car. “I’ve seen a few accidents, but I’ve never seen one that bad.”
