Chesapeake man’s hit-and-run 5-year jail sentence to be reconsidered

CHESAPEAKE, Va. (WAVY) — A family said their wound has been reopened after the man who hit and killed 8-year-old Forrest Hooper in Chesapeake in 2023 was granted a motion in Circuit Court to have his five-year jail sentence reconsidered.

The victim’s family says this is tough news to take in.

“Our family, our hearts were just getting to the point where it can start to mend,” said Cindy Lutz, the boy’s mother. “This just rips that wound open again.”

The 8-year-old’s life was cut short in October 2023 on South Battlefield Boulevard near Hillcrest Parkway, when he was hit while trying to cross the street, the car was driven by Richard Humbert.

“He gave me a life sentence to live without Forrest,” Lutz said. “He got five years.”…
