CHESAPEAKE, Va. — A lawsuit filed against Chesapeake’s current and former sheriff claims an inmate was forced into long-term solitary confinement for more than two years, leading to hallucinations and psychological harm.
The lawsuit was filed against Sheriff David Rosado, former Sheriff James O’Sullivan and Captain Michael Flint. O’Sullivan was the sheriff from 2012 to Nov. 1, 2024. In November, Rosado assumed the role. The City of Chesapeake is also listed as a defendant.
