NORFOLK, Va. (WAVY) – Democratic nominee for Virginia governor, former Congresswoman Abigail Spanberger, made a stop in Norfolk Monday.
Spanberger unveiled another pillar of her plan she says will make Virginia more affordable, specifically when it comes to energy bills.
