NORFOLK, Va. (WAVY) – Work is officially back on for the NEON District Streetscape Project in Norfolk, and business owners are hopeful it will revitalize the area.
The project kicked off last year and was underway until crews ran into some utility conflicts, according to Public Information Officer for the project Ha Koehler.
