NORFOLK, Va. (WAVY) — Two people were arrested in New York in connection with a fatal shooting on Bagnall Road in Norfolk.
According to officials, on Sept. 23, 32-year-old Joy T. Samuels and 31-year-old Robert Gilmore, both from Norfolk, were taken into custody in Brooklyn, New York without incident and are currently awaiting extradition to Norfolk City Jail in connection with the homicide of 32-year-old Dion L. Melton.

Police said Samuels was charged with second-degree murder, robbery and conspiracy. Gilmore was charged with second-degree murder, robbery, conspiracy and use of a firearm.
Officials said that around 1:15 a.m. on July 13, 2025, officers were dispatched to the 900 block of Bagnall Road for reports of a gunshot victim. Upon arrival to the scene, officers found Melton suffering from life-threatening injuries. He was then taken to a local hospital where he later died…
