NORFOLK, Va. (WAVY) — If you find yourself driving either down Virginia Beach Boulevard or Military Highway, you may have noticed at the corner of a very busy intersection fences put up around the underpasses on either side of the Boulevard.
A Norfolk resident, who identified himself as Eric, sat and watched as it happened.
“City came out that it marked off and everything and just popped it up. Did you see them put the fences up? Oh yeah. But what happened? They just came in, lined it up, popped the posts in.”…
