VIRGINIA BEACH, Va. (WAVY) — When the General Assembly heads back to Richmond in January, waiting for it will be a request to make it harder to develop the southern part of Virginia Beach.
Typically, land rezonings can be accomplished with six of 11 City Council members voting in affirmative. But in a unanimous vote Tuesday night, council voted to throw its support behind a charter change that would require nine votes to approve a “higher density or a more intense zoning” south of what is known as the blue line.
The blue line is not something you can see. Rather, it’s an urban services boundary that mostly runs along Indian River Road and was established in 2004 to stop the southernly expansion of public water and sewer services into the rural part of the city…
