Court documents: Fatal Chesapeake shooting sparked by domestic dispute

CHESAPEAKE, Va. (WAVY) — Surveillance footage and court records are providing a clearer picture of the final moments of Kelvin Smith, who was shot and killed in a parking lot off South Military Highway on the night of Dec. 15.

Investigators quickly classified the homicide as domestic in nature, and recent court filings explain why.

According to court documents, a woman told investigators she was in a car with Smith when her husband, Donelle Felder, approached the vehicle and started shooting.
