Nearly 500 new homes approved near Rivers Casino in Portsmouth, but affordability questions remain

PORTSMOUTH, Va. — A major housing development near Rivers Casino is moving forward after Portsmouth City Council unanimously approved a conditional use permit this week, paving the way for nearly 500 new homes along Elliott Avenue.

The project comprises 299 townhomes and 199 single-family homes, planned across from Missy Elliott Boulevard. City leaders say the development is part of a broader effort to address housing needs and encourage growth, but acknowledge affordability remains a concern for many residents.
