NORFOLK, Va. (WAVY) — A Portsmouth Police officer has been charged in connection to a shooting outside Norfolk’s Waterside entertainment district that left a 26-year-old man injured and a 23-year-old behind bars.

In a statement Tuesday afternoon, Portsmouth Police revealed the yet-to-be named officer was off-duty at the time, but a internal review of his “alleged actions” is underway.
“The Portsmouth Police Department is aware of a citizen’s warrant issued in Norfolk related to an incident that occurred on November 23, 2025,” the statement read. “We are fully cooperating with Norfolk authorities, and arrangements are being made for the officer to comply with all legal requirements. As this matter is ongoing, we are unable to provide further details at this time. Our priority remains transparency and maintaining public trust.”
