VIRGINIA BEACH, Va. (WAVY) – A delegate from Virginia Beach introduced a House bill that would dissolve the Board of Visitors at Virginia Military Institute.
According to a statement issued by Delegate Michael Feggans on Jan. 21, 2026, House Bill 1374 aims to restructure the governance of the Virginia Military Institute (VMI) by placing it under the Virginia State University Board of Visitors. Virginia State University is a public historically Black land-grant university. This legislative move, he said, is intended to strengthen oversight and clarify accountability while maintaining VMI’s mission and military structure.
