Veterinarian’s federal civil rights lawsuit against Virginia Beach officials will head to jury trial

VIRGINIA BEACH, Va. — A federal civil rights lawsuit filed by a Virginia Beach veterinarian against the city’s police chief, a former detective, and the City of Virginia Beach is moving forward, with a jury trial scheduled for August.

Dr. Andrew Silverstone filed the lawsuit on Feb. 2, 2025, in U.S. District Court, naming former Virginia Beach Police detective Eileen Skurkis Davis, Police Chief Paul Neudigate, and the City of Virginia Beach as defendants.

Court records show the parties participated in mediation on January 27, 2026. No settlement was reached…
