NORFOLK, Va. — With the announcement that MacArthur Center will close and be demolished later this year, the Norfolk City Council is weighing how to end the lease of one of the mall’s largest tenants.
City Council is set to take up a resolution at its Tuesday meeting outlining plans to end the lease for H&M clothing store no later than Sept. 30, 2026. In return, the city would provide an “early termination fee” of $1.5 million. City Manager Patrick Roberts has recommended that the City Council vote to adopt the ordinance.
The proposal comes days after the city announced MacArthur Center would close later this year, with plans for demolition of the mall to begin by late 2026. A multi-phase redevelopment is then planned to begin, which is expected to create a mixed-use site featuring market-rate housing, hotel rooms, street-level retail, neighborhood streets, and open spaces…
