NORFOLK, Va. (WAVY) — The Norfolk City Council is scheduled to vote Tuesday night on a deal to terminate the lease of H&M, a key move following the recent announcement that MacArthur Center will permanently close its doors at the end of June.

Listed on the council agenda, it says “the city shall provide $1,500,000 to the tenant as an “Early Termination Fee.”The city, which owns the downtown mall, recently revealed plans to begin demolition in late 2026. While the future of the site points toward apartments and hotels, the immediate focus is on the dozens of tenants currently searching for a path forward.
