VIRGINIA BEACH, Va. (WAVY) — The parents of a four-year-old special needs child are suing Virginia Beach City Public Schools for negligence after their daughter fell from the steps of a school bus Monday.
“Pain, hurt, just sad, because it’s something that should not have happened,” said Chanel Jacobs about the incident she said happened to her daughter, Mia Jacobs.
