VIRGINIA BEACH, Va. — Driving through Holiday Lights at the Beach at the Virginia Beach Boardwalk has been a decades-long tradition.
“Since I’m thinking the ’90s,” said Bruce Whitfield of the Pier Gift Shop.
That tradition may be coming to an end as the Virginia Beach City Council begins work on its new budget.
