‘I forgive them:’ Norfolk mother pleads for help after fatal Milwaukee hit-and-run

NORFOLK, Va. (WAVY) — A Norfolk mother is navigating an unimaginable tragedy after her only son was killed in a hit-and-run nearly a thousand miles away, just two days before he was scheduled to return home to Virginia.

It happened Thursday, April 23.

Shawn Jamal Barco, 35, had moved to Milwaukee, Wisconsin, temporarily just a few months ago, according to his mother, Renee Miller. She said she spoke to him on the phone the day before the incident, and he shared his excitement about coming back to Norfolk.
