VIRGINIA BEACH, Va. — An independent review found that the 2024 in-custody death of Rolin Hill was an “isolated and atypical” event for the Virginia Beach Sheriff’s Office (VBSO).
The Police Executive Research Forum (PERF) was brought in to review VBSO’s policies and training regarding use of force and response to resistance tactics following Hill’s death. According to the recently released report, PERF analyzed all 457 such incidents that occurred in 2024. They also conducted interviews with staff and toured the Virginia Beach City Jail.
The report found VBSO’s practices to be “overwhelmingly favorable” and that the department typically “demonstrates professionalism, a strong training culture, and a genuine dedication to the dignity and safety of those in its care.”…
