DC Council passes Bowser rental act

WASHINGTON — The DC Council on Wednesday passed a heavily amended version of Mayor Muriel Bowser’s Rebalancing Expectations for Neighbors, Tenants, and Landlords Act ─ a housing reform measure that restores eviction rates to pre-pandemic levels.

The measure is an attempt to manage a housing crisis in the District.

Bowser’s approach to the problem was hatched in the shadow of massive job losses in D.C., as President Donald Trump’s administration fired Federal employees en masse. The job losses were expected to lead to a $1 billion loss of revenue in D.C…
